He can’t build stars or household names with all the talent he has. Yet they continue to sign with him so guys like Charlo brothers can fight low risk/medium reward fights.

      Pac/Broner

      Each individual fight sold more than GGG's two PPV's combined sans Canelo.

                Notice how those three fights were sold on the selling power of fighters who established themselves prior to signing with PBC or the respective fights you listed. Pacquiao was already a PPV star which is why Haymon needed him to elevate his welters. Mikey was already a big name, as was Fury. Deontay couldn't sell poosey to a virgin.

                  Is that why Fury vs Schwarz made less than 1 mil at the gate and tix sold less than 6 thousand with around 1 thousand comp tickets? Fury is REALLY popular in the U.S.

                    Fury was a big name? He had no other PPV stateside before the Wilder fight. And Mikey was a big name? I've already posted his ticket sales and still they are nothing special. He was also making his PPV debut. Point blank, they did MUCH better than PPVs involving Ward/Kovalev, GGG vs Lemieux/Jacobs and both of Crawford's PPVs.

                    Pacquiao? That's a total different story and one I would exclude as well.

                      PBC didn't make Ruiz the HW champ, he did that himself!

                      If you listen to Andy relating how he got the fight ... he by-passed Haymon and contacted Eddie Hearn himself. It was only after Hearn and DAZN gave him the green light that Ruiz went to Haymon, told him the fight was there if he wanted it, and that he did want it and knew he was going to win it.
