As far as I'm aware, Molina's suspension wasn't announced until May 2018. The fight was in November 2017. Yes the ban got backdated to October 2017, but the fight has already taken place six months before the ban was announced.

The WBC went through the ratings in order until somebody said yes. #12 Molina was the highest rated contender willing to take the fight on short notice. That's how it works.

Wrong Molina was formally interviewed in September 2017 and suspended from participating in all sports by UKAD / WADA in October 2017 before his fight with Breazeale in November 2017 the WBC is a disgrace for allowing a banned boxer participating in a farcical one way “final eliminator “
