He can’t. Fury was very sly with his one. He got himself a good lawyer, cancel his fight with Klitschko beforehand. Plus acting mental through the “Ordeal”

Fury's case is in no way comparable to Miller's.

Fury was charged on the basis of one test result obtained 15 months previously, which he was told at the time would not be acted upon because it was consistent with contamination from food or supplements.

In their statement on the deal they did with Fury, UKAD accepted that they left it too long before charging him, making it impossible for him to defend himself against the charge by referring to possible sources of contamination.

If Fury hadn't refused another test by UKAD after the charge was brought - punishable with a 4 year ban - they would have had nothing on him whatsoever and he could have sued them for damages and loss of earnings.
