How are we still debating this nonsense.
Hearn and Joshua are sending perfectly good contracts and Finkel and Wilder are refusing them and are refusing to sit and talk about creating something they are happy with. What is there to debate? There is no twist in my comment they made it very clear they have no interest in fighting Anthony Joshua.
If Wilder and Finkel are ignoring contracts and ignoring correspondence of any kind from Hearn or Joshua what can be done?

If Joshua ends up beating Whyte and miller in 2019 then wilder to have any hope of giving himself any credibility must take on a Povetkin or Whyte.

Why call after 5 times and no email replies? Because this is a $50M+ fight and a follow-up email takes a few minutes max. Business over hurt feelings. If Eddie gave up after being ignored a couple times, I'd expect AJ to fire him on the spot.
If Hearn demonstrated that he gave a worthwhile offer then pressure would be on Wilder's camp, but for now all we have is empty words on how badly they want the fight.

What is getting in the ring going to do to a contract? Wilder and Finkel are either happy to proceed or they are not happy to proceed. Wilder made himself heard no problem ringside at Breazeales last fight, he could of done the same against Joshua. No point getting in to rings if you are then going to ignore emails and phone calls and contracts. Climbing into a ring promotes a fight, signing a contract makes a fight.
Joshua didnt want Wilder in the ring. Wilder didnt want to sign any contracts or meet to discuss what he wanted.
