He can get them with enough money.

To the executives this made a lot of sense. Tons of free agent fighters out there whom the boxing public already knows. And all they need is a promoter. And he probably usedv signing Jacobs as an example.

But they don't follow boxing so they didn't understand the politics. They also aren't privvy to the PBC numbers. Eddie wasn't either. What he thought was a good offer was actually lower than what they're getting paid. Take the Wilder-Fury fight for example. The co-Promoter was Wilder Enterprises. When DAZN signed Canelo they had to sign a NDA to see how much he was really making.

Hearn's strategy was Haymon fighters or bust. And it was all driven by his ego
That still leaves a lot of questions though. DAZN is a subsidiary of Perform Group, which is literally bankrolled by a Russian oligarch (how close he is to the man backing Povetkin is unknown, but I'm fairly certain that someone could've linked them up to talk). And John Skipper, the point person on the project, built his entire reputation at ESPN on negotiating great deals that ESPN was able to build on.

Hearn may have been able to talk himself into a deal, but the future doesn't look too good for him
