Finkel was protecting his cash cow, who was Klitschko at the time. In 2014, Klitschko didn't want Wilder to be the WBC champion, remember? He tried to freeze Wilder out, offering Wilder step aside money to fight the current WBC champion Stiverne. Klitschko decided to fight Fury later that year. But just before they fought, Wilder put Klitschko on notice again, remember? Klitschko then chose Joshua as the easier, safer fight after a 2 and a half year layoff. Why do you think he didn't pursue a fight with Wilder that whole time? Fighting for the one belt he never possessed?

I personally believe and it's also one of the ways of vacating the title when the holder retires or refused to defend.

Fury officially retired from boxing which means he technically vacated the title for about 3yrs.

How does he go off and on to reclaim a title he vacated.

Fury's case is very different. Joshua decided not to fight Wilder in September, so there is no confusion. There's only Joshua fans who are trying to discredit Fury so that his fight with Wilder will be seen as less important to casual fans. But history will show otherwise. History will show that Fury defended his crown against the most avoided fighter of his generation. A fighter so feared, that there was actually a fighter who refused to fight him for the most money offered in boxing history. Now THAT'S funny!
