The lineal champion owns the lineage until he's beaten or until he officially retires, at which point the consensus #1 and #2 fighters fight to continue the lineage. Lewis retired and the lineage remained vacate for 5 years because the Klitschko brothers refused to fight each other. After Vitali took a hiatus, Wladimir Klitschko faced #2 Ruslan Chagaev to become the lineal/WBA/IBF/WBO champion until he was dethroned by Tyson Fury.

Now if Joshua had agreed to face Wilder in September instead of Povetkin, the undisputed winner STILL would have had to face Fury to be the lineal champion.

Yes, let's be clear about what actually happened. Finkel was protecting his cash cow, who was Klitschko at the time. In 2014, Klitschko didn't want Wilder to be the WBC champion, remember? He tried to freeze Wilder out, offering Wilder step aside money to fight the current WBC champion Stiverne. Klitschko decided to fight Fury later that year. But just before they fought, Wilder put Klitschko on notice again, remember?
