Seems clear it's GGG calling the shots and telling his boss to make these crap fights and duck tough ones. So it's GGG who decided to duck Charlo, just like it was GGG who decided to fight Vanes. We know that Loeffler told the public he wanted to scrap the May date regroup and make a better fight but that GGG ordered him to make it. the choice was either.....

1) freeze Golovkin out of his lucrative rematch
2) freeze Charlo out of his lucrative, (deserved), payday
3) make them fight for all the marbles, which is great for the fans
