PBF is right. Magee was not world class, simply because he didn't beat any world-ranked top-ten opponents. He clearly could have, so JuyJuy is right about the world-class skills part, but he didn't prove it. If the guy fought in the States he would have definitely made some noise with his wild style and sharp punching if he was matched up against the right fighters. I could see him getting a dramatic win or two, and getting a title shot if he was handled right. But he just can't prove he's world class fighting a string of guys from N.
