          u must be new to boxing.

          the promoters make all matchups and often ignore the sanctioning bodies. they move fighters around at will.

          the sanctioning bodies DO have the power to decide if two fighters fight for their belts, but they have no power to enforce their mandated matchups. they have no power to oblige a fighter or their promoter to do anything.

          the past year every major promoter ignored the mandatories too many times to count. if u follow rankings you will also notice they follow the interests of the major promoters not the other way around.

          sometimes a fighter will ignore his/her promoter, but then they cant fight.

          just in the course of a month you can see all this for yourself.

                  Not at all. Two mandatories after a vacant bout is standard procedure. But the WBC will ultimately do whatever Haymon wants. Remains to be seen what order Haymon wants to go in when matching up his welterweights.
