Usyk Bellew is more likely to be made soon because the fight doesn't need such a huge sum to be generated for both parties.

Usyk stands to do well from a fight where he starts favourite plus so many upsides- a high profile name, a tidy payday, it all puts him in good stead to move forward to bigger things and bigger paydays to match. It's likely the best avenue into heavyweight boxing there is.
It is going to have to find a spot in PPV availability though.

This isn't a big money fight for Bellew, if all he wants is money - he should get on Fury's nerves and finally piss him off for a fight, that would be a big money fight. But then he should be upfront about - its all about money and financial future of his family (which has already been secured, btw, courtesy of David Haye), nothing wrong with that as long as you don't mislead your fans about it.
