Contracts for big fights have been signed before with exact date and venue TBA, eg, Kovalev/Ward.
Wilder agreed terms, asked for a contract, got a contract, then didn't sign it. He was bluffing. End of.
To me, publicly making that commitment to sign the contract was no publicity stunt. I mean, what happens once Hearn makes those changes and sends the contract back?
I also find it curious that the WBA mentioned the lack of a "signed" contract from Wilder. How would they know that Wilder hadn't sent Hearn a signed contract before they informed Hearn of their decision unless they had spoken to Hearn. In such a case, why wouldn't Hearn ask for a day or two more since they were literally two contract tweaks away from a signed deal. Wouldn't it be sensible for the WBA to say, signed contract by this specific day or Povetkin it is. Yet they went from no discernable deadline to a 24-hour deadline.
Here are some interesting quotes along the last two months that are tea leaves to the disappointment we received yesterday.
April 2018- “Now there are 150 days to arrange the fight, it must take place,”*Ryabinsky stated. “Before the fight with Alexander, Joshua has no right to fight with anybody else. We have 30 days to negotiate.”
"They understand the position, AJ wants to fight Wilder next, but Povetkin will get his chance at some point. I think it is likely AJ's next fight will be in September and we probably get it done in the next two to three weeks." (Hearn)
June 2018- "We are close to closing a deal with Povetkin with (Andrey) Ryabinsky and World of Boxing and once the deal is closed, there is no Deontay Wilder.
"Wilder has had the latest offer from us for the last two weeks which was our improved offer and we are still talking to them and in fact, my dad is out in New York at the moment, and he might meet Shelly today. They have our offer so they have to accept it or move on. It's not a case of if you don't accept this offer the fight is dead, we will just fight Povetkin and carry on our negotiations to the next one." (Hearn)
To me, they have been telling us that Povetkin would likely be next since early spring.

I almost feel bad for Joshua as he will be viewed as a coward when Hearn is the one that didn't want the fight, but he messed things up to start with so I can just laugh. Hearn got what he wanted in not having the Wilder fight now, but failed miserably on saving face. At least now Wilder has more support
