Because Showtime pays more money than what a lower level PPV would make.

Showtime only wants PPVs that can do a huge amount of buys. A GGG-Jacobs level fight ends up on PPV for HBO because they're broke, but on the Showtime side of the fence, a PPV that would do that amount of buys, Showtime would rather just spend the money to buy the fight for Showtime.
