Joshua has 3/4 belts, Wilder has one; he’s unified twice and has rapidly flew up the rankings since starting his pro career.

Looks to me like Hearn and Joshua have always intended to lowball Joshua and force him to agree to it if he wants the fight, or to face Povetkin next. I've explained that Joshua has more to gain by postponing it because of the belief of some that Joshua will continue to improve more than Wilder will.
