The Canelo fight was Canelo's WBC mandatory. GGG has never fought a WBC mandatory even though he's long overdue for picking up a vacant belt. They passed on their mandatory last fight that's why the IBF was next in rotation .

I don't understand

Canelo didn't hold the WBC Middleweight title at the time he fought GGG because GGG did so it can't have been Canelo's mando. I just kinda assumed the WBC allowed the fight to fulfill Golovkin's mandatory requirement, which yes, I agree shouldn't be allowed, but hey... we all know what those fuckers are about.
