I've never seen him referred to as lineal.
Transnational boxing's 'champ' of each division matches up with Wiki's lineal list in every division except for WW.
Wiki have Horn as champ (lineal), but Transnational boxing don't. However the Wiki page does say in it's history log that it was edited this morning. So maybe it will be re-edited back to how it was in time?Comment

It boils down to a question. What makes one a lineal champion? Last I recall, it's beating a lineal champion.

I'm not so sure, I see TBRB as about the best around. They seem to be in line with the other lineal champs, so I'd be surprised if they had an agenda against Jeff Horn.
These sites can have question marks next to them at times. For example Cyberzone has Danny Garcia as the last listed lineal at 140.
I suppose it comes down to if Pacquiao lost his lineal status when he briefly retired.
I've never heard Horn called lineal before in any boxing media, or broadcasts. Maybe I'm wrong
