It's a matter of record that both Garcia and Loma want that fight, that's undeniable.
Negotiating the deal is a big problem. Loma's contractual committed to ESPN and Garia's self imposed commitment to Showtime are a big problem. Weight class, time of weigh in, over weight penalties, gloves, venue all need to be negotiated and Arum certainly feels as though Loma is the A side but so does Mickey Garcia.
IMO, the difference is going to come down to potential opponents. The guy with the better options will be the guy with the negotiating advantage.
