Hard to say what level Munguia really is. Big difference between walking down a hopelessly undersized Saddam and facing a guy your own size with equal or better skills.
Hurd walked through fire for his title, we know what he's made of. Not saying Munguia isn't on Hurd's level, maybe he is, just that it remains to be seen.
Hurd is very good but I think the Mexican might beat him if he has a good chin and good stamina. He is a fast accurate bomber with both hands and Hurd is easy to hit. Hurd's chin and stamina are well proven and he has lots of power in both hands too so if Munguia can't take a big punch or runs out of gas then Hurd will win.

Exactly Hurd eats punches left n right, Munguia sets his bombs up beautifully with body shots and he crack waaay harder than Hurd.
Munguia is a proven Mexican Boxer like I haven't seen before. He's big, strong, granite chin, has boxing skills, combos, has speed, and is super patient. He's not Angulo who just comes forward not caring about danger, or Margarito who just throws a bunch of punches. All of his punches were strategic, what surprised Ali most was his speed, it's not that he was throwing punch that Ali was seeing, and was going through the guard to Knock him down. Everyone keeps bringing up that Ali was 147 and this kid was 160 for the fight, which is BS. Ali unofficially weighed in at 169 and Munguia weighed in at 170 before the fight. One pound difference; Ali was the champ, regardless how he won the belt; point being Munguia didnt blink once and dispatched Ali with ease. Hurd is new to boxing, reminds me of Seth Mitchell, started just five years ago, he's gotten through with an Iron chin, heavy fists, and an imposing will, but if these two young guys see each other in the ring, Munguia would get Hurd easy in the early rounds, the only way Hurd gets the nod is if he can last through the first eight rounds, and he turns it on at the end and gets a phantom KO, but that would be unlikely as Munguia would be going to the body throughout the fight.
I honestly think Munguia will be maneuvered around the 154 division avoiding tough fights. People will eventually forget about him, and he'll be cashed out. You can't just run face forward into people at those higher weights, they hit too hard.
