From what I've seen of Pacquiao, and I have seen over two dozen fights, I can't recall him having ever started late.

He never got started with Sasakul. He's the only guy who completely dominated Pacquiao...the Morales and JMM fights were close. His knockouts weren't clear domination by the opponents either.
