I just don't see him doing anything upwards of 135, but stranger things have happened.

This will help sell the ESPN boxing app, and ingratiate TR with the ESPN brass. Bob is gonna serve Pac up nice and pretty and build his prize fighter Loma and taking part of Pac's purse because of the money manny still owes Bob. Win/Win for Bob

If pac beats Mathysse, he will have a belt (The regular interim south west, philipine, top contender belt) and Loma will do just as Pac did after he beat Plasterito, never defend. But it sounds good for promotion of Loma. Then he'll fake like he's trying to make Crawford vs Loma (in house money)

Oh and btw, who had Tank d1ckless Davis beaten that comes close to the above 3 mentioned? Yeah, I didn't think so.
Tank has not faced a GRJ, or Walters, or Rigo (even though he would kill Rigo @ 130) because he wasn't supposed to be on that level yet! He's getting closer because he's filling out, getting stronger, and he's more experienced! For some reason, we expect Tank to be ready at 23, to do what Loma didn't do @ 23!
Fighters are supposed to be developed! I think Arum is doing a much better job with Shakur than Floyd is doing with Tank, or Mr. Haney is doing with Devin! Even Ryan Garcia's team had to admit that they need to pump the brakes! And there should be no shame in that!

Loma's excuse that Pac is old is rubbish. Loma has fought a few soft touches across the way including his last opponent.
