Yes, this was the primary reason the Floyd/manny fight didn't happen sooner. The fight then happened so we are in a different phase of Manny's career.

In this phase he owes the US gov't tax money. he wants to keep fighting to pay back TR, finance he and his family's campaign and find a way to pay the US gov't. He and his team decided a world tour is the best way to do this.

So he does whatever he can to avoid Crawford because that fight would need to take place in the US. He most likely gets beaten unconscious, which makes it difficult to sell his "world tour" afterwards. So he avoids Crawford at all costs.

You already know this but are desperately trying to sell some BS that makes Manny look virtuous and absolves him of any blame.

I don't know who Bob's future cash cow is. Crawford isn't being protected. He is being forced to fight bums because Bob needs to keep Manny going as long as possible. Bob, his matchmakers and any fan with an ounce of common sense knows at this stage of Manny's career Crawford would bludgeon Manny.

Why would they care if they're looking past Horn? It's up their fight to go in there and do his thing and win. If Horn wins the fight (highly unlikely) he would be in a much better position to make bigger and better fights. Crawford beating Khan doesn't do much for his career since most people still see him as a joke.
