Charlo, unfortunately is at the bottom of that list, just by dint of the sanctioning orgs' rotation policy. TBH it's fairly unlikely Golovkin will still be top dog at 160 by the time Jermall's turn comes around.
Straight to the point. But many will argue GGG is ducking Charlo if he doesn't fight him straight away, even if there are better fights for him.

If Golovkin fights lesser fighters than Charlo, then you can talk.

And don't come back with "But he's fighting Vanes" Yeah, at short notice with not much money on the line. Golovkin will fight the fights he should after Vanes.

Yes he deserves a title shot even though he has yet to beat a good middleweight. He is an undefeated 154 pound champion and he knocked out the two middleweights he was told to beat to become the number one WBC contender. It's not his fault they weren't very good. He did his job. He is a good fighter with lots of KO's and he has never been knocked down. He deserves a shot at GGG but Jacobs and the Russian number 1 IBF contender and the Japanese middleweight champion also deserve a title shot at GGG. Andrade is also a number 1 contender for GGG. If GGG beats Canelo in the likely rematch in September he will probably fight one of them next and his haters will trash him for not fighting one of the others.

Buuuuuuut, Golovkin was the mandatory and people gave Sergio Martinez a lot of shit for not fighting him. I get there is a line behind those belts but saying mandos deserve their shots then and not saying it now is 100% a "pot calling the kettle black" situation....

If you mean by "deserve" that he has done something to earn a shot, then no. If you use reality tv logic then yes, of course.

Golovkin hasn't got much time left in the sport, so he's going to fight the best he can get. Charlo wants his shot, I get that, but he's going to have to wait while G takes on bigger fights.

That's different to what Martinez did. He took on lesser fighters than G, so yeah, he ducked hard.

But Golovkin and Abel are still saying they want to be active and fight 3 or 4 times a year

And that dont draw fans, get name recognition, and wont lure the champ to fight. Of course theres a few ppl on here that would just be satisfied with him being handed a championship haha. GGG wont have charlo problems though and would make easy work of it similar to lemieux
From what I recall, GGG was handed 2 of those titles he has. The only title he actually took from the champ was the IBF title.
