It tells Wilder that they don't rate him all that much and that there's a big difference between what the two sides bring to the table.
It's also shifted the narrative. For months the conversation has come from one side only and it's been '50/50 or no fight' etc. Well this has changed the narrative not to 'How much' but 'Will we even get a percentage?'
I think it may have shocked them, they've not known how to respond other than complaining to their friends in the media and maintaining radio silence. Not a good look.
In any negotiation each side needs to give up something and win something. Wilder's team can now 'win' the percentage structure they probably hadnt even thought was an issue. Hearn has set the likely percentage down further than they hoped in the process.
