I agree, I don't think the fight happens if the flat fee remains the only deal on the table. If Hearn won't budge on that then it's fair to surmise he doesn't really want the fight at this time.
I think he will concede a percentage, but the percentage will be a lot lower than the 40 Finkel is looking for and a lot closer to the 25% that was the low end estimate for the flat fee offer. Tough, but probably a fairer reflection of the imbalance between each fighters commercial influence and the multiple belts Joshua is bringing to the table as opposed to Wilder's WBC.
