You're essentially saying that you believe that Matchroom and Anthony Joshua should receive more profit off of Wilder than Wilder himself. Below I summarize the statements you made that indicate that.
1. Wilder should get a small percentage of US PPV. (This is in spite of the fact that Wilder gets more US viewership than Joshua.)
2. Anything over $20M is unrealistic and talking %'s only benefits one side. (This in spite of the fact that all major fights have been agreed to based on % such that BOTH sides benefit if the fight exceeds expectations and BOTH sides take a hit if the fight falls short of expectations.
3. Wilder isn't really known at all. (This in spite of the fact that he has announced for Sky Sports, was set to announce for the last Joshua fight, gets lots of comments from UK fans on NSB, has strong viewership in the US, was known enough that UK fans cheered when Joshua "called him out" after the Parker fight.

Joshua's PR folks are brilliant. Offer an insulting purse to Wilder that is so low there's little chance he'll take it then they're free to continue to cherry pick smaller, older past their prime opponents for Joshua instead of fighting the best heavyweight in the world and getting knocked out. I hope Wilder takes it and we can all be entertained as to how Joshua's camp gets out of the fight. I think Joshua's biggest issue will be his mobility especially if he's forced to actually fight Wilder in his prime, no fun boxing while wearing a diaper.

Parker did not £13 million from the fight and the Telegraph source itself seems a bit iffy as several other sources state £8 million, worked out from the total purse being £24 million, hence 33% of that.
£8 mill works out to $11.35, Wilder will be getting paid $12.2, so he will be getting more than Parker.
Wilder has gotten a huge offer and he either accepts it and makes a name for himself or stays ducking.
