He got to #3 via attrition. Which is why the IBF doesn't rank #1 or #2 without an eliminator, to prevent title shots being earned via attrition. Unfortunately, nobody was willing to fight an eliminator to earn this shot, so it goes to #3.
It made me wonder that with the shenanigans of this "business" may be they were for sale to the highest bidder
Then again what you say makes sense somewhat...nobody wants the honor of facing Spence especially if the compensation is not worth the trouble!!
I wonder what Ocampo is getting paid for stepping up.

People are tripping. LOL. Spence already fought Peterson, forced into a weak mandatory, and is trying to line up a top WW (DSG, Thurman, Porter can all get it) for the end of the year. Thurman protectors are out here calling him a cherry picker because the IBF is pushing the Ocampo fight while Spence is trying to make the best fights happen in between his annual mandatories. Whatever... This will be a good way to see his draw in Dallas. I will be there.
