Yes, but if a fighter has retired then he doesn't qualify. I agree with the decision to strip Fury, but as it still stands he's the man who beat the man and milked that because IMO he didn't have full confidence in himself to beat Klitshcko again and same probably applied for his feelings about a fight with Joshua.
Fury has more of a claim than Lewis for being the current lineal champion because his inactivity is far less and his "retirements" were Twitter retirements and nothing to be taken seriously. Lewis' retirement is solid and I doubt we'll ever see him lace them up again. I think Fury will fight again this year most likely.
