It's a private contract between the fighters that limits their weight within a division, but as KO stated, if it's a title fight and they come in over the CW but under the division weight they still have to fight due to the contract has NOTHING to do with the sanctioning body, if there is anything else you don't understand just ask nuffy

He may have had to pay a financial penalty to Canelo, if he signed up for one in the contract, but that would have been between the two of them and had no bearing on the weight limit for the fight.
