Postol - excellent undefeated fighter coming off a huge win (Mattheyse) and was a unification

Indongo - Had two titles won against solid guys on the road was also unbeaten and talented.

Beltran - Robbed in a draw vs. Burns has lost probably once in like 6 years? Was #2 at 135

Burns - A solid champion. I'd say better than the likes of Geale or Macklin but a little below Lemieux for example as a reference.

Gamboa - top dog at 130 and was a 3-1 favorite. Bud beat the prime out of him. Remember how Trinidad used to drown guys and they'd never be the same? This happened here.

Diaz - A very underrated highly skilled boxer who really deserved the win over Peterson.

Jean, Prescott, Klimov, Dulorme, Lundy were all good solid fighters too.

Then you've got to factor in with the exception of losing about 3 rounds to Gamboa he really hasn't lost more than say 3-4 rounds. One against Lundy, one or two against Dulorme and arguably one against Postol. That's also basically the top 1-2-3 in two divisions and the top one coming up.

Not murderers row but not exactly scrubs galore either.

He gets on the P4P list because of how easily he destroyed other 140 pounders (Indongo & Postol), Gamboa win and the fact that he passes the eye test. Felix Diaz was also a really underrated win.
