Same reason why I don't see Lomachenko going to 135lbs; skills are skills, but Robert Easter Jr is now standing there, with all of his 5'11 frame and another 16 months or so before his body forces the move up to 140lbs.

Mikey/ Lipinets is a better fight then Crawford / Indongo/Diaz/Molina/Lundy /Dulhorme /Postol.

Hilarious to see folks act as if Lipinets is some tickover

He is set to fight one of the top 3 or 4 jww in the world coming off beating Broner. To call this weak seems completely unfair.
