1. Lomachenko called for the fight on instagram a couple years ago
2. Rigondeaux agreed and was ok with the split with the winner earning $1m.
3. Rigondeaux requested Lomachenko at 124lbs, and eventually 126lbs with a rehydration clause.
4. Rigondeaux accepted the 126lb fight with a rehydration clause of 137lbs.
5. Just as it was about to be finalised, Rigondeaux pulled out.
6. Rigondeaux first said it was due to money, then said it was about the weight, re-stating he wanted 124lbs.

The video Loma mentioned was already posted in this thread to once again expose this longstanding lie. There's also this press announcement from Sky Sports. Rigo would've been paid 500k and Loma's purse would've been an equal 500k. If Rigo won then he'd take Loma's purse as his win bonus giving him $1 million total.
Rigo's purse alone (show money) would've been his second highest purse of his career. Only against Donaire, who had a much larger fanbase and substantially more drawing power, did Rigo make more. Even then, their purses weren't equal and there was never any win bonus incentive attached. With the win bonus Rigo would've made more than he made against Donaire which was 750k while Donaire made $1.32 million.
Loma only had 5 pro fights when he agreed to fight Rigo with a rehydration clause at 126 pounds.

Dual super-bantamweight champion Guillermo Rigondeaux is set to meet WBO featherweight champion Vasyl Lomachenko at 126lbs.
Rigondeaux's camp had originally suggested 124lbs would be the catchweight but after further negotiations, have compromised with the addition of a rehydration clause.
The Cuban - who holds the WBA 'super' and WBO belts at 122lbs - is managed by Graham Hyde who told World Boxing News: "Lomachenko's manager Egis Klimas is very interested in his charge fighting Rigo. He agrees with me that it’s the best fight out there for both fighters.
"He wants the fight at 126, but I wanted a rehydration clause of 134 on fight night which he has now agreed to. We didn't get the fight at 124, but the most important thing for us is what weight Loma would be on fight night.
