what i want to know is, what does Fred have that is clearly incriminating the WBA president?

fres fought chagaev for the wba title on very short notice on the condition it'd be a two fight deal and he'd get a proper training camp for the rematch.

chagaev's promoter never intended to grant the rematch and simply thought he could trick fres into getting beat without a real training camp and then tell him to **** off.

fres sued and won, which is why he is still legally owed a shot at the wba title.

the fight keeps getting delayed in hopes fres will give up and retire, but he just keeps waiting.

That appears to be between Chagaev and Oquendo. Chagaev retired and vacated the WBA belt. Why would he be owed another WBA title shot? He may be owed a Chagaev rematch but that is completely independent of the WBA. Chagaev's promoter can't guarantee another fighter a WBA title shot. That's up to the WBA.

Oquendo would be 45 by then and I have to wonder why anyone would wanna watch Joshua beat up a guy who hasn't fought in going on four years, who is old enough to be his daddy and was never that great in the first place. Quite a "coming out" fight, but I guess somebody's got to convince Oquendo to leave the fight game

He won the battle in court after the Chagaev fight, so legally the WBA has to give him a shot at the belt or get sued to high heaven!

Because Fres won a federal injunction stating the WBA couldn't sanction any heavyweight title fights until Fres got his shot. Fres and the WBA reached a settlement allowing Chagaev an interim defense, with the WBA agreeing Fres would get a shot at the winner. Chagaev ends up retiring and Fres is still owed his shot from that settlement.
