Because Fres won a federal injunction stating the WBA couldn't sanction any heavyweight title fights until Fres got his shot. Fres and the WBA reached a settlement allowing Chagaev an interim defense, with the WBA agreeing Fres would get a shot at the winner. Chagaev ends up retiring and Fres is still owed his shot from that settlement.

I don't understand why the courts would rule that Oquendo deserves a second shot at the WBA title. Did the WBA sign a contract with Oquendo guaranteeing this to him?

I understand it from the standpoint if Chagaev was still fighting and the WBA champion, but he's not, he retired. How is the WBA responsible for giving Oquendo another title shot when Oquendo's contract was with Chagaev's promoter for a mandated rematch with Chagaev. How was Chagaev's promoter able to sign away a second title opportunity for Oquendo even if Chagaev retired from boxing?

Had nothing to do with deserve. Oquendo had a rematch clause that was being blatantly violated. Oquendo got a preliminary injunction blocking the WBA title from being defended.

The WBA obviously didn't want their title frozen, so it helped negotiate a settlement where Chagaev's previously announced defense would still take place, with Oquendo guaranteed a title shot within 120 days of that fight.

Years later, Oquendo is still waiting.

Fres is a modern-day philanthropist .. Helps lots of people in need. Homeless, kids in need etc.. He did a lot for hurricane victims. Now I don't know HOW he financially supports himself. Maybe he saved his earnings and is not a foolishness spender.
