To understand why this occurs its important to see what leads to these situations. If we look at a professional sport like baseball, or basketball there is one country where the best league plays. The issue has been raised for years that the NFL, for example, is different than the college game, and that basketball prodigies are coming up in other nations, but it will be many years before there is a better league than the top dog we have.
Boxing operates all over the globe. There is not really a measure as to why one sanctioning body is better than another. So really all the organizations that protect the integrity of a boxing match are, in a sense ad hoc groups...just as the judges are picked, not based on skill, but exclusively through experience.
So should we just make the government sanction everyone the same way? I don't know... But refs being overturned and rules being broken, and existing in different forms in different federations has always been a problem. For example, the three knockdown rule...sometimes it applies, sometimes it does not.
