There are no actions that support he is juiced except he didn't want to fight Mayweather under the financial terms Mayweather's camp insisted on. He wasn't caught injecting anything. Floyd called PAC directly in 2012 and could not agree on the financial split of the purse. Both sides corraborated that. I assume that Floyd could live with the testing protocol that Manny wanted because he wouldn't have called him. Testing wasn't discussed..

Over 2 years after Pacquiao turned down 50/50 over random testing. In 2012 they didn't want to negotiate with Mayweather because Bob Had to build an outdoor arena for the fight and said Pacquiao needed 7 months for a cut to heal.
