Mayweather offered 50/50 with USADA testing = Turned down by Pacquiao.

Mayweather offered 50/50 with a 14 day cut off = turned down by Pacquiao.

Mayweather wanted to negotiate the fight at the beginning of 2012 = Arum needed to build an outdoor arena (still waiting for that) and Pacquiao needed 7 months for a cut to heal.

Pacquiao didn't want the fight.

Floyd "Money" Mayweather Jr. told Bob Costas on the NBC Sports show “Costas Tonight” last Sunday that he would not budge on the issue of the revenue split a potential Mayweather-Manny Pacquiao fight would bring in.
