Can't blame Stiverne for wanting to exercise what will probably be his final opportunity at a world title, since it was handed to him. If he can somehow win, it sets him up for a huge payday vs Joshua, whereas taking a step aside fee then probably a second loss to Wilder (and I'd imagine he gets r*ped in the purse bid just for being difficult) leaves him with much less.
All of this falls on the WBC. I understand the Povetkin-Stiverne cancellation causing a problem, but at the same time it was their idea to put him back in the rankings after the first failed test. And all of this would have been solved if they had Stiverne and Ortiz fight in a final eliminator and let Stiverne deal with Povetkin in court for the inconvenience.
