How would he get a TUE for banned substance when it's an independent panel of doctors that decide if it's granted or not?

It CAN be issued IF no other alternative treatment can be used, drinking water is the preferred treatment, the DCO could have stayed there as long as needed, but drinking water does not change your blood volumes which can make you pass a urine test where you would normally fail

The maximum benefit from PED use comes after you stop taking them and an athlete can retain these benefits for months.That means a fighter can use PEDS (or anabolic steroids) for months prior to his fight, taper off and be clean when testing for the fight begins.
