1. ABP is not foolproof or to be used as a stand alone testing, however Its still the most effective and efficient DETERRENT.
2. The writer acknowledges he was not subjected to target testing. So high profile athletes would be taking a huge risk.

Floyd and others, not only him, GB, TR, PBC, make testing contracts with USADA, that allow for replacement therapy with a doctors note.
And whats worse, if you're caught roiding, the contract allows you to bring a doctors note retroactively, so if you get caught cheating, as long as you bring a doctors note, no one will ever find out.
The USADA allowed this in UFC too, famously. But then the owners wanted stricter testing, hired in house ped experts, and their new contract with USADA doesn't allow this, so the UFC with USADA now catches peds cheats, whereas before they allowed them to continue cheating.
USADA is only enforcing a contract. That contract can be strict and tight for cheating, or it can be the ones Floyd asks for that allow for cheating.

I agree but this goes back even further. Evander Holyfield was using HGH hormone from the start of his career until the end and he was never caught till recently. PEDS are getting harder and harder to detect. Hopefully technology catches up and bans these bastards.
