Why isn't Jeff Horn the Lineal Welterweight champion?

According to the Cyber Boxing Zone, BoxRec and Wikipedia, Manny Pacquiao won the Lineal Welterweight title in 2016. I am assuming that was the fight with Timothy Bradley? So does this mean Jeff Horn is now the Lineal champion? I wasn't aware Pacquiao was the Lineal champion to be honest, but it's there in black and white on all of the go-to sources of information.

He fought Jessie Vargas less than 7 months later though? Including negotiating, announcing, building up and training for the Vargas fight he can't have been retired for more than 2-3 months? Weird.

I totally agree that would be a laughable way to gift Manny Pacquaio the Lineal title. But according to most creditable sources that was the case.
