It all depends on if you truly consider Manny's retirement legit if not, that would make Horn the Lineal Welterweight Champion since Pac picked up the title after beating the #2 ranked Bradley in 2015.

Add this to the long less of the reason why linear titles don't mean much at all. They're too hard to keep up with.
