Eddie Hearn filed an exemption with the IBF before Pulev and his team were able to file for a purse bid. This enabled the IBF to allow a rematch to happen with Joshua and Klitschko. It's stipulated that if the rematch doesn't occur that the IBF champion must face Pulev. Also if the rematch does happen, the winner must face Pulev.

Now I agree, Pulev ain't ****. And I'm not excited about a Joshua vs Pulev fight.

I just was explaining the situation. If the Klitschko rematch occurs or doesn't occur, unfortunately it's Pulev who is next.

and if a fighter was from texas, drew his biggest crowds in texas, and chose to fight in texas more often than other places, it would be no different than the klitschkos choosing to fight often in germany.
