Pacquiao is still incredibly quick and has the most experience out of all the welterweights at the moment. That should not be disregarded. I think this is why Spence still sees Pacquiao as one of the toughest match ups at 147. That said at this stage in his career I don't think he beats Spence because of the size difference they would have in both height and weight coupled with Spence's skill set.
I tend to agree with what Tim Bradley said when speaking on how Pacquiao matches up against both Thurman and Garcia. Basically being that Pacquiao punches a lot quicker and straighter than both of them and that he would likely out point them by beating them to the punch everytime. Not to say that they don't have a chance against an aging Pacquiao that is nearing 40.
