It's called being old and past your prime.
In addition, he is semi-retired and his handlers, including Freddie Roach and Bob Arum are protecting him by setting him up with easy and winnable fights; Especially with the low risk and high reward variety.
This way he can earn some extra cash on the side, while he is currently active serving his country as a full time Senator.

Manny is on the last legs of a HOF career, he fought the best in his prime and doesn't own anybody anything. Manny should be left to fight whoever he chooses and the young bucks should fight for the crown amongst themselves.

The fact is Manny is broke and burned out. He doesn't have the same passion and love for the sport anymore like he used to. In the past it was all about making the people happy by giving them the best performances and fights they wanted to see. However, sadly and unfortunately he doesn't seem to care anymore. He has become nothing more than a mercenary fighter, who've lost all his will to compete at the championship level and is only prolonging his career because he needs the money. His victories over the feather-fisted Timothy Bradley and Jessie Vargas don't count as solid wins.

Pacquiao is being overlooked simply because Arum fails time and time again to put him in decent relevant match ups. What on earth is this Horn farce that is currently taking place? Arum has mismanaged Manny into virtual irrelevance which is quite an achievement.
