Like it or not, Pacquiao is way above anyone in welterweight. He is still the king. He is being called by anyone from lightweight to super welterweight.

Like it or not Manny does not fight full WWs, he fights LWs and JWWs at 147, he don't fight the real WWs like Spence Thurman Brook Porter etc without a CW, check his resume its all there, Jeff Horn is the first full size WW in like his last 10 or more opponents, and Horn being a 17 fight novice is why it dont matter with him, the elite WWs are not on Mannys radar.

Manny is a great fighter and very well managed.
