Unification fight in your own division with the biggest fight you can get looming closer if you win vs moving up a division to fight the guy no one cares about? That's not really a decision on those facts alone. You don't even gotta get into the reality that he's probably making as much if not more as the A side vs Davy vs being the B side vs Ward or the degree of difficulty with Davy vs with Ward. Its a no brainer to anyone being reasonable or not invested in some line dropped a year or two before that only GGG-haters care about & no one really cared about when he said it.
