This from a casual point of view assuming casuals know who these two dudes are is the best fight to make, this will be a fan friendly fight and it could shine more light in the direction of either Indongo or Lipinets.
I don't think anyone really knows how good Indongo or Lipinets really are, but I'd still favor Terence over both, 140lbs is a small pond with a very big fish in it being Crawford, nobody beats him at 140, but he could get his ass handed to him at 147.

That may be the case with some sanctioning bodies, but not the IBF. The IBF does everything by the book. Doesn't play favorites. Doesn't take bribes. Doesn't allow step aside deals. Fight your mandatory or give up your belt. Period.

Crawford isn't available. Had he been available, Indongo would have been allowed to unify provided that a deal was signed before the purse bid was called for the mandatory.

If Indongo wants to unify with Crawford, all he has to do is fight his mandatory, let Crawford fight his fight, then they can unify.

Indongo is being protected from Lipinets.

The IBF is doing the right thing. Lipinets has EARNED his title shot.

LOL I don't get the rules. So if I'm the #1 mandatory contender & I throw a letter in the mail the day the IBF guy wins his fight then the IBF guy & myself are going to a purse bid & he can't unify vs another champion? That's the rule if I'm understanding it correctly?

If that's the rule its f#cking ******er than most abc group ranking rules. All these f#cking abc groups are ruining the f#ck outta the sport. If we are being fair here there should be a 30(?) day window where the title holder can look at unifying in his division or he can even decline that option before the 30(?) days is up if he has no desire to even attempt that, but preventing champions from fighting champions just cause the #1 contender can fed ex letters faster than discussions with other champions can move forward is just dumb.

They don't. Or they are not casuals.

I dislike the IBF because of that. Rules are made to be broken when it's common sense to do so. Serving up Wade to GGG was a waste of everyone's time. Same deal with Brook if I am not mistaken. Plus they stripped Fury which could be seen as wise given what happened afterwards or causative if you take a different view. Now they want to force Pulev on Joshua.
They act as if there is a huge pool of talent at every weight but often there just isn't so the sooner different orgs can work together the better off boxing will be.

The IBF has to order the fight first. The mandatory can't demand purse bid until the letters have gone out ordering the fight to begin with.

If the mandatory is overdue, and an exception is granted for a unification, letters for the mandatory are likely going out shortly after the unification. If the mandatory demands a purse bid, there's no getting out of the mandatory at that point. It's already overdue. You've already been granted an exception. Now it's time to pay the piper.

The IBF (like the WBA) were exposed as being 100% corrupt from top to bottom, literally selling rankings and selling title shots. I'd rather have a sanctioning body enforcing the rules across the board, making fighters earn their rankings in the ring, keeping titles active, etc, over what we had before.

The problem with honest regulation and enforcement is that the stars want special rules. So Joshua was happy to fight for the IBF when he was still an up and coming contender, but now that the's a the #1 draw in the division, he's going to prefer whichever organization will bend the rules for him the most.

Which is why that IBF title is most likely winding up in the trash yet again.
