Talent and ability. You don't need to fight boxers on a flawed mythical ranking system to have top notch competition that validates your worth at the elite level.

On a serious note, how can we take P4P ranking seriously at all If we have that sort of criteria?

The smaller guys of the weight divisions are fighting regularly and often seeking to fight the best guys in their division and most of the time those guys down there are just as talented If not more talented than your bigger guys, so take this into consideration, bigger fighters from 135-200+ these guys all get more attention and from that attention they get higher ratings on P4P lists.
If we follow your criteria, none of the guys down at the lower weights will get the just credit they deserve, for example Rungvisai just beat P4P 1 fighter in the world and he hasn't even got into the top ten of the damn list!!
Whereas, Andre Ward who fought Kovalev got a top 2 rating after that fight and recently since Roman Gonzalez loss to Rungivsai, Ward has since gone onto becoming the P4P 1 guy, according to The Ring.

Both fights Ward Vs. Kovalev and Rungvisai Vs. Roman Gonzalez was both controversial, but for me, the Rungvisai one wasn't as controversial because we saw Rungvisai go to war with Roman for 12 rounds straight, it could have gone either way regardless of what Gonzalez fans think, but with the Ward fight most seemed in agreeance that it was a dodgy decision.

P4P lists really are confusing and half the time the people putting out the 'official' lists for the P4P don't give the guys that should get on the list their just do.

Only thing that has changed is that Ward and Kovalev fought to basically a draw, depending on whose side you take.

Hell, if you want to, you can make an argument that Lomachenko beat a top10 or borderline top10 P4P fighter in Walters and is most deserving of top spot - if that's what you're going for. But it's a silly idea.
                What I said.

Gary Russell Jr has never cracked the P4P list in his career.
