Why don't you try to listen to what "head of WADA's TUE committee" had to say about getting a RETRO TUE. It's not as easy as you implied it was.
The guy told you. When the athlete is injured and needs to be rushed due to an URGENT situation and doesn't have enough time to get a TUE before hand.

In Floyd's case, he intentional got his BANNED IV METHOD BEFORE getting a TUE even though we saw him able to drink enough beforehand to not require no IV.
