No mention of VADA enrolment on his boxrec page - http://boxrec.com/boxer/432984
Unlike Golovkin - http://boxrec.com/boxer/356831
Thats...interesting.

Saying that, yeah, I find kinda strange the physical transformation that Jacobs had... he used to be a skinny MW and now he's very bulky but you never know... I'll leave it like that.

One of the most salient aspects of the CBP is that it includes out-of-competition, random anti-doping testing. All WBC champions and the boxers included in the top 15 in the WBC ratings are eligible for out-of-competition, random anti-doping testing. Enrollment in the CBP is mandatory for all eligible boxers.
But it seems like Jacobs is not ranked with the WBC - http://wbcboxing.com/ratings/ratings-wbc-dic-2016.pdf
That would mean he doesn't have to be enrolled. Wonder if he's doing the pre-fight randomised testing at least.

It's not a stretch to say that most fighters are on something. Why the hell wouldn't they be? Testing is so lax, the could piss gasoline and no one would know.
When there's this much money and fame on the line, you've gotta get that extra 5% from somewhere.
I completely understand that fighters body shapes and composition change over time, and can be improved upon. But Jacobs transformation is incredible - it's not like he was giving half-effort in the gym beforehand..now he's a specimen.
It's not really a question of who is juiced up - it's a question of who is juicing up most effectively.
